Forward deployed engineer vs consultant vs fractional head of AI

A fractional head of AI sets direction and oversees vendors, a consultant decides what to build, and a forward deployed engineer builds it in your systems.

A fractional head of AI sets direction, owns governance and oversees vendors for a share of the week. An AI consultant decides what to build first and why. A forward deployed engineer builds it inside your systems with your team. Most mid-sized companies need one of them first, not all three, and the right one depends on what is missing.

#Key takeaways

  • A fractional head of AI, sometimes called a fractional chief AI officer, is a part-time executive: direction, governance, budget calls and vendor oversight.
  • An AI consultant answers a bounded question: which workflows pay, in what order, with what risk.
  • A forward deployed engineer turns a decided workflow into working software in your own systems.
  • The gap you have decides the role: no owner, no plan, or no build capacity.
  • A fractional lead does not replace an engineer, and an engineer does not replace an executive owner.

#What does a fractional head of AI actually do?

A fractional head of AI is a senior person who holds the AI agenda without a full-time seat. They set priorities with the leadership team, write the policy on which tools staff may use with company data, sit in vendor meetings, and decide who owns each AI system once it runs.

That ownership question is not a formality. The NIST AI risk management framework, january 2023 treats accountability and human oversight as part of managing AI risk, and ISO/IEC 42001, december 2023 sets out an AI management system a company runs, not a project it finishes. Someone senior has to hold it.

#When is a fractional chief AI officer the right call?

  • Several vendors are pitching AI agents and nobody inside can judge them.
  • The board asks for an AI policy and a risk view, and the CIO has no time to own it.
  • AI tools are spreading department by department with no shared rules on data.
  • You will run several AI initiatives and need one person to sequence them.

Vendor oversight alone can justify the role. Gartner, june 2025 warned of "agent washing", existing chatbots and RPA tools relabelled as agents, and estimated only about 130 of thousands of agentic AI vendors are real. A part-time executive who can tell the difference is worth having.

#When is a consultant enough?

When you have an owner but no plan. A consultant maps your workflows, ranks them by value and risk, and recommends the first build with its hosting and approval design. You keep the report and act on it. The full comparison between a consultant and an embedded engineer is on forward deployed engineer vs AI consultant, so it is not repeated here.

#When do you need an engineer instead?

When the workflow is decided and the blocker is integration: the ERP without a clean API, the Zendesk queue, the shared drive of Arabic contracts. A fractional executive cannot write that code, and a consultant's plan will not connect those systems. An engineer inside your team can, with your people approving the output. The role is explained on what is a forward deployed engineer.

#Which one do you need? A decision checklist

  1. Nobody senior owns AI, vendors keep pitching, and there is no policy: start with a fractional head of AI, or give an existing executive the job.
  2. An owner exists but nobody has agreed which workflow comes first: start with a consultant.
  3. The workflow is agreed and a named manager owns it, but nothing is built: bring in a forward deployed engineer.
  4. The workflow runs and you expect a steady pipeline of AI work: hire in-house, and keep governance with the executive owner.
  5. You only need extra hands in a skill your team already has: a contractor or staff augmentation is enough.

The honest version: many companies at 200 to 2,000 staff do not need a fractional chief AI officer at all. A COO or CIO who takes ownership, with a clear policy and a consultant's ranked plan, often covers it.

#Where does Stennir fit?

Stennir covers two of the three. AI consulting is the AI Opportunity Audit: five ranked workflows, each with a cost and a payback case, and one recommended build. AI implementation builds it, and a forward deployed engineer is an option: a senior engineer embedded in your team who maps the workflow with the people who run it, builds it into your systems and hands over.

The audit also includes governance work your executive owner can adopt, so a fractional lead, if you have one, gets a plan and a build to oversee rather than a blank page.

We are

Stennir decides with you what to build, then builds it inside your systems and hands it over, with a person on your side approving AI output.

We aren't

Stennir does not sell a fractional executive role or sit on your leadership team. AI ownership stays with someone inside your company.

#What should a COO or CIO do next?

Name the gap: owner, plan or build. If it is the plan, see AI consulting and what a good AI roadmap for a mid-sized company contains. For examples by team, see AI for operations. Then take the free readiness assessment or book a 30-minute call.

#Common questions

Do I need a fractional CAIO before hiring a consultant or engineer?

Only if nobody senior will own AI. A consultant and an engineer both need an owner who can approve priorities, grant data access and sign off output. If your COO, CIO or a department head can take that role, start with the plan or the build and skip the extra executive.

Can a fractional head of AI also build?

Some can prototype, but building production workflows inside your systems is a different job with different hours. Ask any candidate who claims both what they put into production and who maintains it now. If the answer is them, you have bought a single point of failure.

What stays with us after a consultant or engineer leaves?

With Stennir, the audit report is yours whether or not you build with us. After a build you keep the code in your repository, the accounts in your name, the written spec, the audit log, the runbook and the off switch, so a fractional lead or a future hire can take over.

Does this work for Arabic and English teams?

The roles do not change, but each person needs to handle both languages in practice. Ask a fractional lead how they would test vendor claims on Arabic documents, and ask an engineer for a test set built from your own files. Stennir supports Arabic and English fully, with others on request.
